Utility Construction Estimator - DCC-PA

OVERVIEW
This position is accountable for the development and submission of detailed and accurate estimates and required deliverables as well as supporting post bid submission customer requirements.
RESPONSIBILITIES
- Attend the pre-construction meeting and perform material and labor take-offs/evaluations for estimate preparation.
- Prepare detailed cost estimates and complete prior to deadlines.
- Obtain vendor and subcontractor quotes and evaluate for completeness and best price for use in bid
- Distribute qualification documents as required for the bid (MBE, WBE, experience, key individuals, etc.)
- Provide peer check assistance to estimators, project managers and others as required
- Maintain up to date bid list on SharePoint
- Upload project documents to ShareFile and/or SmartSync for vendors/subcontractors
- Review all contract documents to become familiar with project requirements and obligations under the contract and apply to pricing (schedule, specifications, drawings, safety manual, etc.), reviewing documents for accuracy and consistency.
- Attend project meetings as needed; assist construction personnel at the onset of the project life-cycle in tracking and understanding basis and approach to the cost estimate.
Financial Management
- Ensure that the Project Management Team and Accounting is provided with accurate bid information to develop estimated revenue and cost at completion data in a consistent and timely manner
- Assist the Project management Team in the development of cost codes applicable to project scope
QUALIFICATIONS
- Two years or more related experience in the Investor-Owned Utility Electric utility or construction industry performing cost estimates and estimating knowledge of electric distribution and transmission projects.
- An acceptable combination of education and work experience, validating estimating skill level.
- Proficient in MS Office applications with strong skills in Excel, Word, MS Project and Primavera 6.
- Must be able to navigate construction sites consisting of uneven terrain, climbing stairs and ladders, and working at heights
Abilities and Knowledge
- Strong knowledge of the Electric Investor Owned Utility construction services industry and/or other related service-oriented organizations.
- Knowledge of general construction practices with familiarity with electric investor-owned utility preferred.
- Excellent oral and written English language expression and interpersonal skills.
- Self-starter; be able to work with minimal supervision
- Ability to handle multiple tasks and work under pressure
- Knowledge of manpower loading and resource loading scheduling and software
- Good working knowledge of web applications and MS Sharepoint
Working Conditions
- Office and construction site environment.
- Work requires traveling to sites and occasional travel out of Pennsylvania.
- Business casual attire, except appropriate dress for meetings with customers or work on job sites.
- General duties may require lifting objects up to 50 lbs
